The Civil Aviation Administration of China has newly issued six technical standards for security inspection equipment

Recently, the Civil Aviation Administration of China officially issued and implemented six technical standards for security inspection equipment, mainly involving hand luggage CT explosive detection security inspection equipment, millimeter wave human body imaging security inspection equipment, and trace explosive detection security inspection equipment, injecting stronger technological support into the continuous improvement of core inspection and control capabilities.

In terms of hand luggage security inspection, the Civil Aviation Administration of China has formulated acceptance standards for CT explosive detection security inspection equipment. In 2022, the Civil Aviation Administration of China (CAAC) researched and formulated the identification standards for hand luggage CT explosive detection and security inspection equipment, and officially introduced this type of technical security inspection equipment. Its high imaging clarity, accurate detection and positioning, as well as the function of three-dimensional scanning imaging and automatic detection and alarm of explosives, significantly improve the efficiency of security checks. Especially with the support of AI technology, this type of device can continuously learn and improve, becoming the main application of passenger carry on luggage security devices in the global security field. As of January 2024, 23 devices from 5 airports in China have been put into use at passenger security checkpoints. According to the regulations on the management of civil aviation security inspection equipment, the acceptance standards issued this time have standardized the evaluation methods and means for the acceptance and testing of new equipment, ensuring that all new equipment is technically stable and in the best condition for online operation.

At the same time, with the rapid development of computer computing power and AI image recognition technology, the Civil Aviation Administration of China has revised the identification standards, acceptance standards, and related testing procedures for millimeter wave human body imaging security inspection equipment released and implemented in 2018, based on the actual application status of China's civil aviation security inspection work. The revised content includes improving equipment technology, especially key performance indicators, and putting forward higher requirements for core risk detection and control capabilities; Innovatively adding foot metal detection function, further meeting industry safety needs; Pay attention to the passenger experience, further optimize the equipment usage process and supporting measures. The revision of the three standards will further strengthen the security guarantee of personal security check for civil aviation passengers, promote the acceleration of the deployment and use of millimeter wave equipment throughout the system, and lay a solid foundation for the continuous optimization and innovation of passenger personal security check mode.

In addition, the Civil Aviation Administration of China has also completed the revision of the inspection standards and testing procedures for trace explosive detection and security inspection equipment. The implementation of these two standards marks the official launch of regular testing of trace explosive detection and security equipment in use throughout the entire security inspection system. This will greatly strengthen the technical performance and operation management of in use equipment, accelerate the elimination process of old equipment, and enhance the overall strength of security inspection in trace explosive detection technology and hardware support. At the same time, the management system for such technical equipment will be further improved to ensure that all aspects of the equipment's lifecycle are evidence-based and risk controllable.

Next, the Civil Aviation Administration of China will accelerate the widespread application of more high-tech equipment in the civil aviation field, further build a sound security inspection equipment management system, and ensure that China's civil aviation security inspection technology inspection and control capabilities remain at the international advanced level.
