Radiation safety management

1. Establishment of radiation safety and environmental protection management institutions

In order to do a good job in radiation safety and protection management during the work process, prevent radiation pollution to the environment, ensure public health, and reduce the occurrence of accidental exposure accidents caused by human factors, in accordance with the "Regulations on the Safety and Protection of Radioisotopes and Radiation Devices", "Measures for the Safety Permit Management of Radioisotopes and Radiation Devices", "Measures for the Safety and Protection Management of Radioisotopes and Radiation Devices" and other relevant regulations, and in accordance with the requirements of "Operation Management" in the "Basic Standards for the Safety of Ionizing Radiation Protection and Radiation Sources", the construction unit needs to develop corresponding radiation safety management systems.

Radiation Safety and Environmental Protection Management Agency

In accordance with the requirements of relevant laws and regulations such as the Environmental Protection Law of the People's Republic of China, the Regulations on the Safety and Protection of Radioisotopes and Radiation Devices, and national standards, in order to strengthen the supervision and management of the safety and protection of radiation devices, promote the safe application of radiation devices, correctly respond to sudden radiation accidents, ensure that on-site emergency response and disposal can be carried out quickly and effectively after accidents occur, maintain and guarantee the safety and property of workers and the public, establish relevant radiation protection leadership institutions, and establish a radiation safety and protection management group. The radiation safety and protection management group is fully responsible for the management and leadership of radiation work, with unified leadership and command.

The main responsibilities of the radiation protection leadership group are:

(1) Fully responsible for radiation safety management work;
(2) Seriously study and implement relevant national laws, regulations, and standards, formulate safety regulations and systems based on the characteristics of actual work inspection, and inspect and supervise their implementation;
(3) Responsible for regulatory education and safety and environmental protection knowledge training for all radiation workers; Arrange radiation workers engaged in radiation equipment work to participate in the assessment organized by the Safety

Bureau on radiation safety and protection training;

(4) Inspect radiation safety facilities, conduct radiation safety and environmental monitoring, and conduct annual evaluations of the safety and protection of radiation devices used in green channels;
(5) Implement health examinations for radiation workers and manage the archives of examination materials effectively;
(6) Establish and improve job responsibilities, radiation accident emergency plans, and other related radiation safety management systems, prepare radiation accident emergency plans, and properly handle all possible radiation accidents;
(7) Regularly report safety work to environmental protection and regulatory authorities, and accept inspection and guidance from environmental supervision and monitoring departments.

2. Personnel allocation and functions

According to the requirements of Article 16 (2) of the Measures for the Administration of Safety Permits for Radioisotopes and Radiation Devices, personnel engaged in radiation work must undergo training and assessment on radiation safety and protection professional knowledge and relevant laws and regulations. According to Article 28 of the Regulations on the Safety and Protection of Radioisotopes and Radiation Devices, units that produce, sell, and use radioactive isotopes and radiation devices shall provide safety and protection education and training to occupational personnel directly engaged in production, sales, and use activities, and conduct assessments; Those who fail the assessment shall not be allowed to work.
The construction unit should arrange radiation workers to receive relevant radiation safety and protection knowledge training and obtain corresponding certificates before starting work. Radiation workers should have professional knowledge in radiation protection, be familiar with the rules and regulations related to radiation protection, be familiar with the equipment workflow, be serious and responsible for their work, and follow safety operating procedures in actual operations.

3. Radiation protection facilities, equipment, protective equipment, and monitoring instruments

The construction unit has equipped 35 personal dosimeters, 1 lead protective suit, 1 lead glasses, 1 lead hat, 1 lead glove, 1 lead scarf, 1 lead pantyhose, and 3 RAD-35 personal radiation dose alarms for this project; The equipped monitoring instrument is NT6101 type х-γ One radiation dose rate meter/inspection instrument. The instruments and equipment with clear models are those that the construction unit has reached a purchase intention with the equipment manufacturer.
In specific work, the construction unit also needs to achieve:
(1) Regularly monitor dose in radiation workplaces, mainly in designated supervision and control areas. Once X is detected- γ Excessive dosage requires timely investigation of the cause and improvement of radiation protection measures;
(2) Equip corresponding protective equipment and check the protective effect of personal protective equipment once a month. If any protective equipment is found to be damaged, it should be replaced in a timely manner;
(3) Radiation workers must wear personal dosimeters and personal dose alarm devices when going to work. Those who do not wear personal dosimeters are not allowed to work;
(4) Regularly check the dose monitor to ensure it is in good working condition.
(5) Radiation workers should have at least one personal dosimeter per person.

4. Radiation safety management regulations and systems

According to the requirements of Article 16, Paragraph 6 of the Measures for the Administration of Safety Permits for Radioisotopes and Radiation Devices, units using radiation devices should have sound operating procedures, job responsibilities, radiation safety and security systems, equipment maintenance systems, personnel training plans, monitoring plans, etc.
The construction unit has formulated the "Radiation Safety Job Responsibilities", "Radiation Protection and Security System", "Safety Operation Regulations", "Radiation Worker Safety Training System", "Radiation Accident Prevention Measures and Emergency Response Plan". These systems have practical operability, but they should also be improved in accordance with relevant national laws and regulations and in combination with the project content. The construction unit also needs to establish rules and regulations such as the Radiation Safety and Environmental Protection Management Organization, Equipment Maintenance and Repair System, Personnel Training Plan, and Monitoring Plan.

5. Radiation monitoring

According to relevant national laws and regulations, units conducting radiation work should regularly conduct independent or commissioned monitoring of their equipment performance, workplace protection, and occupational exposure of radiation workers to ensure the normal operation of radiation work and the health and safety of personnel. The construction unit shall develop the following radiation monitoring plan according to the requirements, which can meet the relevant national requirements.

6. Personal dose monitoring

Personnel engaged in radiation work must wear personal dosimeters to record their exposure dose. The construction unit should regularly commission qualified units to conduct personal dose monitoring on radiation workers (the monitoring period is generally 30 days, and the longest should not exceed 90 days), and establish a personal dose record and monitoring file management system in accordance with the requirements of the "Management Measures for Safety and Protection of Radioisotopes and Radiation Devices" and the "Occupational External Exposure Personal Monitoring Specification", and keep personal monitoring files for occupational exposure for life.
The construction unit should regularly conduct occupational health examinations (once per year) for radiation workers, establish occupational health monitoring records, and keep occupational exposure records for the workers.

7. Radiation environment monitoring

(1) Self monitoring
The construction unit needs to use its own radiation dose detector to regularly monitor the radiation level and location of the radiation source box leakage, and establish records.
(2) Entrusted monitoring
The construction unit should entrust qualified units to regularly (once a year) monitor the radiation environment around the equipment and establish monitoring technical files. The monitoring data is reported and filed with the local environmental protection bureau at the end of each year.
(3) Monitoring report
1) Monitoring scope: Within a 50m range of the radiation device, at the location of personnel activities, etc.
2) Monitoring project: X- γ Radiation dose rate.
3) Monitoring records should be clear, accurate, complete, and included in archives for preservation.

8. Equipment performance monitoring

According to national standards, the construction unit shall entrust a qualified technical service agency to conduct equipment performance inspection on the security inspection system of rail mobile large vehicles. The equipment shall undergo acceptance monitoring before operation and status inspection once a year after operation.
The construction unit should establish a strict system for regular equipment inspection, safety inspection, and maintenance management, and strictly implement it to ensure the normal operation of the equipment. The equipment inspection and maintenance system should include daily inspection of beam control switches, door interlocks, emergency beam stop devices, monitoring, sound and light alarm safety devices, and radiation monitoring instruments; And it includes timely inspection of other safety devices, such as equipment performance, monitoring and communication devices, etc.

9. Emergency response to radiation accidents

In order to effectively protect and timely control the injuries caused by radiation accidents, strengthen the safety monitoring and control of radiation devices, ensure the health and safety of radiation related personnel and personnel around the devices, and avoid environmental radiation pollution, in accordance with the "Regulations on the Safety and Protection of Radioisotopes and Radiation Devices" (State Council Order No. 449), other relevant laws and regulations, and the requirements of functional management departments, the construction unit needs to improve the "Emergency Plan for Radiation Accidents" based on the actual situation of its two green channel inspection systems.
For sudden radioactive accidents, the construction unit should adhere to the policy of prevention first and constant preparedness, establish and strengthen corresponding monitoring and emergency systems, and achieve timely detection, reporting, rapid response, and control. The construction unit should have both emergency response mechanisms and emergency response capabilities to achieve scientific and standardized emergency work. The highway management center should make preparations in terms of funding, materials, personnel, and technical personnel, conduct regular training, and conduct drills to meet emergency needs. The emergency rescue plan for radiation accidents should be supplemented and improved in a targeted manner based on the analysis of the accident in this report. In the implementation of the plan in the future, the construction unit should supplement and modify the plan based on the new relevant laws and regulations issued by the country, combined with the actual situation of the inspection work, so that it can better reflect actual needs.
